UKCA/CE audits

We can provide a professional and independent UKCA/CE compliance audit for workplace machinery before delivery or installation. The audit can be conducted at the Factory Acceptance Test (FAT) or Pre-Delivery Inspection (PDI) stage.

Our audit ensures that the machinery supplied meets applicable UKCA/CE requirements. It’s how you comply with Regulation 10 of PUWER, where the obligation is on the end user to ensure that UKCA/CE standards are met.

A UKCA/CE audit provides you with confidence before delivery, final payment or acceptance of equipment.

PUWER vs UKCA/CE compliance

Under PUWER Regulation 10, employers must ensure equipment placed in service complies with relevant supply laws (UKCA/CE marking directives/regulations). Non-compliant machinery exposes employers to:

  • Safety risks to their staff (operators and maintenance personnel).
  • Enforcement action under the Health & Safety at Work etc. Act (HSAWA).
  • Legal liability and potential prosecution.

Our UKCA/CE audit verifies conformity and technical documentation, ensuring machinery is both safe and legally compliant.

Why conduct the audit before delivery?

The UKCA/CE audit assures the end customer that the manufacturer has correctly completed the conformity process before the equipment enters their undertaking. This early warning helps identify non-compliance before installation and allows manufacturers to resolve any issues before shipping, when rectification is simpler and cheaper.

What our audit covers

We conduct a thorough analysis of the machine. Then we review any available paperwork in the manufacturer's Technical Construction File (TCF).

The audit process includes:

  • Inspection of machinery against relevant directives/regulations, focusing on critical issues.
  • Check of the Declaration of Conformity, Technical Construction File, and manufacturer's risk assessments.
  • Review of safety circuits, guarding, and control measures implemented.
  • Evaluation of manuals, labels, and instructions for compliance.
  • Liaison directly with the manufacturer to resolve issues quickly and collaboratively.

Benefits of our UKCA/CE audit

  • Confirmation that the manufacturer has fulfilled their legal obligations under the Supply of Machinery Regulations/Machinery Directive.
  • Ensures the end user receives a safe, compliant machine ready for installation.
  • Minimises business risk and avoids delays in commissioning or insurance disputes.
  • Supports compliance with Regulation 10 of PUWER, protecting both purchasers and operators.
  • Helps avoid enforcement action or prosecution under HSAWA.
  • Provides independent assurance that complements (but does not replace) the PUWER inspection required at installation.

Collaborative, never confrontational

The goal is to achieve compliance through partnership, not to penalise suppliers. We act as a resource for both our customer and their supplier. Our solution-focused engineers provide practical, real-world advice rather than paperwork hurdles.

We help ensure a compliant, safe machine for all parties, supporting both business and safety goals.

When and how to engage MSCS

MSCS can be involved from as early as the initial contracts for procurement, helping with user requirement specifications (URS) to inform any potential manufacturers what your expectations are.

We recommend that the audit takes place before final acceptance or payment. The ideal time is during FAT/PDI, before any machinery leaves the manufacturer’s premises.

The service is available as a standalone audit or integrated within a broader compliance and PUWER support package.

What you need to know

The UKCA/CE audit is not a replacement for the post-installation PUWER inspection. The audit, inspection, and UKCA/CE marking create a comprehensive compliance assurance process.

Our expertise and independence ensure your machinery investment is safe and compliant.
